The Ministry of Road Transport was created from components of two Ministries namely the Ministries of Roads and Highways and Transport and Communication. The Ministry of Road Transport is responsible for the development and maintenance of Highways infrastructure and the provision of transport services for all modes of transport in Ghana. General Highways Policy Objectives In keeping with the objectives of Vision 2020, the fundamental policy objective of the Highways sector is to establish an efficient, modally complementary and integrated transportation network for the movement of people and goods at the least possible cost within the country, as well as to and from the country, both regionally and internationally. This general policy objective is intended to support the Gateway Programme which has identified the importance of Highways in Ghana's economic strategy of building its competitive advantage within the West African Sub-region to attract industry and trade through the utilization of external as well as domestic resources and inputs to service external markets. Consequently, the national development framework of Vision 2020 and the Gateway Programme constitute the main guides for transport policy and development into the 21st century. Policy On Intermodalism A well integrated Highways system requires that all modes operate as efficiently as possible, both with the provision of infrastructure and the regulation of services provision so that they compete fairly to meet the country's transportation needs. Under these circumstances, each mode can fully realise its comparative advantage and can efficiently complement other modes. For example, the road mode will generally be best for short lengths of haul and the rail will be the optimum mode for the longer haul, particularly for bulk goods. It could be advantageous for a shipper to use both for his shipment at appropriate times. The integrated transport system also requires that the interface or links between the modes operates smoothly so that transfers are made at a minimum cost and inconvenience. Integration further requires efficient transfer points such as for container freight stations and inland ports to be equipped with appropriate handling equipment and efficient procedures. The policy on intermodalism thus seeks to foster effective modal integration and economic assignment of traffic to modes through the market mechanism in order to minimise over all Highways cost to users.It is against this background that an intermodal study was commissioned by the Ministry, with the principal objective of identifying the gaps and bottlenecks in the institutions and infrastructure, towards the development of an intermodal Highways system in the country. The recent creation of the Ministry of Roads and Highways itself is a major step in the process of intermodalism.
